Then determine if the a) lock is frozen or b) the original owner rekeyed the ignition. You can also spray the lock from the back, and see if there is a lot of rust on it., That is, with the assembly inserted use one hand to run the key to lock and the other hand to turn the lever (M) seating it behind the plastic and drawing up the gasket (J). Work it a few time to be sure you are comfortable with its operation. While it does"fill the hole" it really isn't a very secure solution.
