Kohler engine surging at idle

With this setup the engine is always "riding" on the governor, even at idle. That's supposed to give the governor a snappier response when you go to WOT and lower the amount of RPM "droop". The side benefit of these setups is that you can drive the machine around at idle without stalling the engine because the governor is engaged.

Most of the time when the engine surges at idle it means that the fuel mixture is to lean, but as there is no adjustment, you may have to just live with it.
