Actually, bruiser smg build with memento is good with more blue, and youll likely to get the lost 15% weapon damage (red core) from another source, lets say from the amplify damage stack of lady death (+75%/bullet) or chameleon (+90% wpn dmg) and also the intimidate (35%). Dont need to run it in full red.Wherever backpacks are targeted loot can drop it. If thats a mission or open area then yes those sources can drop it. Otherwise you can always run countdown or summit with backpack targeted loot chosen. Exotic caches can also drop it randomly.Memento's real power comes from the short term buff so it's effectiveness heavily relies on play style, which is actively running around battlefield and collecting buffs.
