I need to get Tellurium for the Foundry segment and some other builds I want to do, but so far zero Tellurium drops. The wiki says it's rare (ok), …

Get a loot frame, a resource drop chance blessing and hop on Ophelia (specifically) or any endless mission on the Kuva Fortress. So nekros and a blessing, on ophelia is there a specific enemy that drops it or just by luck. A drop chance booster would be better but a blessing is easier to get and free.
